Green Activists and Farm Unions apprehending erosion of forest cover by proposed Mattewara Textile Park meet Punjab Forest Minister, discuss and give memorandum. Minister assures to take it up with the CM. Activists put across their convictions strongly. The memorandum elaborated the Punjab’s eroding forest cover.
Punjab has very little forest cover (only 3.67% against required 33%). Forests are essential to preserve quality of air, water and soil which is increasingly getting polluted and degraded. Nothing is more important than preserving environment and three basic elements of Pavan, Pani and Dharat for the next generation of Punjabis.
Recorded forest area in Punjab is 3084 square Kilometers which is 6.12% of its geographical area. Forest Cover in this area is only 788 sq Km as per the Forest Survey of India report 2021. Forest cover outside RFA is 1060 sq Km which together account for 1848 sq Km or 3.67% forest cover of Punjab. There is a gap of 2296 sq Kilometers in the Recorded Forest Area and Forest cover inside recorded forest area. This is huge 567000 acres. This area should be digitized, reclaimed and reforested.
Increasing forest cover to 7.5% announced by yourself is a commendable goal. A road map should be prepared for that with public consultation. The banks and flood plains of water bodies of Punjab including rivers, drains, choes, oxbow lakes, ponds and canals should be priortised for extensive reforestation. Common village lands and other govt lands should also be brought under atleast one third forest cover.

ਅਸੀਂ ਵਾਤਾਵਰਨ ਪ੍ਰੇਮੀ ਸੰਸਥਾਵਾਂ ਅਤੇ ਨਾਗਰਿਕਾਂ ਦਾ ਇੱਕ ਸਮੂਹ ਹਾਂ ਜੋ ਪੰਜਾਬ ਦੇ ਮੌਜੂਦਾ ਜੰਗਲਾਂ ਅਤੇ ਜੰਗਲੀ ਜੀਵਾਂ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਕੰਮ ਕਰ ਰਹੇ ਹਾਂ। ਅਸੀਂ ਪੰਜਾਬ ਦੇ ਜੰਗਲਾਤ ਨੂੰ ਸੁਧਾਰਨ ਲਈ ਬਹੁਤ ਉਤਸੁਕ ਹਾਂ।
ਪੰਜਾਬ ਵਿੱਚ ਬਹੁਤ ਘੱਟ ਜੰਗਲਾਤ ਹਨ (ਲੋੜੀਂਦੇ 33% ਦੇ ਮੁਕਾਬਲੇ ਸਿਰਫ਼ 3.67%)। ਹਵਾ, ਪਾਣੀ ਅਤੇ ਮਿੱਟੀ ਜੋ ਲਗਾਤਾਰ ਪ੍ਰਦੂਸ਼ਿਤ ਹੋ ਰਹੇ ਹਨ ਦੀ ਗੁਣਵੱਤਾ ਨੂੰ ਸੁਰੱਖਿਅਤ ਰੱਖਣ ਲਈ ਜੰਗਲ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹਨ । ਪੰਜਾਬੀਆਂ ਦੀ ਅਗਲੀ ਪੀੜ੍ਹੀ ਲਈ ਵਾਤਾਵਰਨ ਅਤੇ ਤਿੰਨ ਮੂਲ ਤੱਤ ਪਵਨ, ਪਾਣੀ ਅਤੇ ਧਰਤ ਦੀ ਸੰਭਾਲ ਤੋਂ ਵੱਧ ਹੋਰ ਕੁਝ ਵੀ ਜ਼ਰੂਰੀ ਨਹੀਂ ਹੈ।
ਪੰਜਾਬ ਵਿੱਚ ਰਿਕਾਰਡ ਕੀਤਾ ਜੰਗਲ ਖੇਤਰ 3084 ਵਰਗ ਕਿਲੋਮੀਟਰ ਹੈ ਜੋ ਕਿ ਇਸਦੇ ਭੂਗੋਲਿਕ ਖੇਤਰ ਦਾ 6.12% ਹੈ। ਫੋਰੈਸਟ ਸਰਵੇ ਆਫ ਇੰਡੀਆ ਰਿਪੋਰਟ 2021 ਦੇ ਅਨੁਸਾਰ ਇਸ ਖੇਤਰ ਵਿੱਚ ਜੰਗਲਾਤ ਕੇਵਲ 788 ਵਰਗ ਕਿਲੋਮੀਟਰ ਹੈ। ਆਰਐਫਏ ਦੇ ਬਾਹਰ ਜੰਗਲਾਂ ਦਾ ਖੇਤਰ 1060 ਵਰਗ ਕਿਲੋਮੀਟਰ ਹੈ ਜੋ ਕਿ ਪੰਜਾਬ ਦੇ 1848 ਵਰਗ ਕਿਲੋਮੀਟਰ ਜਾਂ 3.67% ਜੰਗਲਾਤ ਦਾ ਹਿੱਸਾ ਹੈ। ਰਿਕਾਰਡ ਕੀਤੇ ਜੰਗਲੀ ਖੇਤਰ ਅਤੇ ਉਸ ਉੱਤੇ ਅਸਲ ਜੰਗਲ ਵਿੱਚ 2296 ਵਰਗ ਕਿਲੋਮੀਟਰ ਦਾ ਫਰਕ ਹੈ। ਇਹ ਪੰਜਾਬ ਪੱਧਰ ਤੇ ਵੱਡਾ 567000 ਏਕੜ ਫਰਕ ਹੈ। ਇਸ ਖੇਤਰ ਨੂੰ ਡਿਜੀਟਾਈਜ਼ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ, ਅਤੇ ਇਸ ਖੇਤਰ ਨੂੰ ਮੁੜ ਜੰਗਲਾਤ ਵਿੱਚ ਤਬਦੀਲ ਕੀਤਾ ਜਾਣੇ ਚਾਹੀਦਾ ਹੈ।
ਆਪਜੀ ਦੁਆਰਾ ਘੋਸ਼ਿਤ ਜੰਗਲਾਤ ਕਵਰ ਨੂੰ 7.5% ਤੱਕ ਵਧਾਉਣਾ ਇੱਕ ਸ਼ਲਾਘਾਯੋਗ ਟੀਚਾ ਹੈ। ਇਸ ਲਈ ਜਨਤਕ ਸਲਾਹ-ਮਸ਼ਵਰੇ ਨਾਲ ਰੋਡ ਮੈਪ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਪੰਜਾਬ ਦੇ ਜਲ ਸਰੋਤਾਂ ਦੇ ਕਿਨਾਰਿਆਂ ਅਤੇ ਹੜ੍ਹਾਂ ਦੇ ਮੈਦਾਨਾਂ ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਦਰਿਆਵਾਂ, ਨਾਲਿਆਂ, ਚੋਅ, ਆਕਸਬੋ ਝੀਲਾਂ, ਛੱਪੜਾਂ ਅਤੇ ਨਹਿਰਾਂ ਸ਼ਾਮਲ ਹਨ, ਨੂੰ ਵਿਆਪਕ ਪੁਨਰ-ਵਣਕਰਨ ਲਈ ਤਰਜੀਹ ਦਿੱਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ। ਪਿੰਡਾਂ ਦੀਆਂ ਸਾਂਝੀਆਂ ਜ਼ਮੀਨਾਂ ਅਤੇ ਹੋਰ ਸਰਕਾਰੀ ਜ਼ਮੀਨਾਂ ਨੂੰ ਵੀ ਘੱਟੋ-ਘੱਟ ਇੱਕ ਤਿਹਾਈ ਜੰਗਲਾਤ ਅਧੀਨ ਲਿਆਂਦਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।
