ਜ਼ਹਿਰੀਲਾ ਪ੍ਰਦੂਸ਼ਣ ਅਤੇ ਨਿਯਮਾਂ ਦੀ ਘੋਰ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲੇ ਰੰਗਾਈ ਯੂਨਿਟਾਂ ਨੂੰ ਖੋਲ੍ਹਣ ਦੀ FICO ਵੱਲੋਂ ਨਾਜਾਇਜ਼ ਮੰਗ ਦਾ ਪੀ.ਏ.ਸੀ ਵੱਲੋਂ ਵਿਰੋਧ
ਪਬਲਿਕ ਐਕਸ਼ਨ ਕਮੇਟੀ (ਸਤਲੁਜ, ਮੱਤੇਵਾੜਾ ਅਤੇ ਬੁੱਢਾ ਦਰਿਆ) ਜੋ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਵਾਤਾਵਰਣ ਦੇ ਮੁੱਦਿਆਂ ‘ਤੇ ਕੰਮ ਕਰਨ ਵਾਲੀਆਂ ਸੰਸਥਾਵਾਂ ਦਾ ਸਮੂਹ ਹੈ, ਨੇ ਫੀਕੋ ਦੀ ਇਸ ਨਜਾਇਜ਼ ਮੰਗ ਦਾ ਵਿਰੋਧ ਕੀਤਾ ਹੈ ਜਿਸ ਵਿਚ ਫੀਕੋ ਨੇ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲੇ ਅਤੇ ਜ਼ਹਿਰੀਲਾ ਪ੍ਰਦੂਸ਼ਣ ਕਰਨ ਵਾਲੇ ਰੰਗਾਈ ਯੂਨਿਟਾਂ ਨੂੰ ਦੁਬਾਰਾ ਖੋਲ੍ਹਣ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ।
ਡਾਇੰਗ ਇੰਡਸਟਰੀ ਪਿਛਲੇ ਲੰਮੇ ਸਮੇਂ ਤੋਂ ਵਾਤਾਵਰਨ ਕਾਨੂੰਨਾਂ ਨੂੰ ਛਿੱਕੇ ਟੰਗ ਕੇ ਬੁੱਢੇ ਦਰਿਆ ਰਾਹੀਂ ਸਤਲੁਜ ਵਿਚ ਜ਼ਹਿਰੀਲਾ ਰਸਾਇਣਿਕ ਗੰਦਾ ਪਾਣੀ ਸੁੱਟ ਰਹੀ ਹੈ ਅਤੇ ਵਾਤਾਵਰਨ ਕਾਰਕੁੰਨਾਂ ਦੇ ਲੰਬੇ ਸੰਘਰਸ਼ ਤੋਂ ਬਾਅਦ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਰੋਕਥਾਮ ਬੋਰਡ ਨੇ ਇਨ੍ਹਾਂ ਰੰਗਾਈ ਯੂਨਿਟਾਂ ਵਿਰੁੱਧ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ।
ਦੱਖਣੀ ਪੰਜਾਬ ਵਿੱਚ ਲੱਖਾਂ ਪੰਜਾਬੀਆਂ, ਮਨੁਖਾਂ, ਬੱਚਿਆਂ ਅਤੇ ਪਸ਼ੂਆਂ ਦੇ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਵਿੱਚ ਜ਼ਹਿਰੀਲੇ ਗੰਦੇ ਰਸਾਇਣਿਕ ਪਾਣੀ ਘੋਲਣ ਦੇ ਗੰਭੀਰ ਅਪਰਾਧ ਕਰਨ ਵਾਲਿਆਂ ਨੂੰ ਕਨੂੰਨ ਤੋਂ ਬਚਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦਿੱਤੀ ਜਾ ਸਕਦੀ।
ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀਆਂ ਨੂੰ ਕਾਨੂੰਨ ਦੀ ਸਖ਼ਤੀ ਨਾਲ ਪਾਲਣਾ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ ਅਤੇ ਪ੍ਰਦੂਸ਼ਣ ਫੈਲਾਉਣ ਵਾਲਿਆਂ ਵਿਰੁੱਧ ਜਲ (ਪ੍ਰਦੂਸ਼ਣ ਦੀ ਰੋਕਥਾਮ ਅਤੇ ਨਿਯੰਤਰਣ) ਐਕਟ, 1974 ਦੇ ਤਹਿਤ ਬਣਦੇ ਕੇਸ ਦਰਜ ਕਰਨੇ ਚਾਹੀਦੇ ਹਨ। ਪੀਪੀਸੀਬੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਅਜਿਹੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਕੋਈ ਢਿੱਲ ਨਹੀਂ ਦਿਖਾਉਣੀ ਚਾਹੀਦੀ ਕਿਉਂਕਿ ਇਹ ਪਾਣੀ ਪੀਣ ਵਾਲੇ ਲੋਕਾਂ ਦਾ ਵੱਡਾ ਹਿੱਸਾ ਕੈਂਸਰ ਵਰਗੀਆਂ ਬਿਮਾਰੀਆਂ ਤੋਂ ਪੀੜਤ ਹੈ ਜੋ ਕਿ ਅਸਵੀਕਾਰਨਯੋਗ ਹੈ। ਇਹੋ ਜਿਹੀਆਂ ਉਦਯੋਗਿਕ ਲਾਬੀਆਂ ਜਾਂ ਕਿਸੇ ਹੋਰ ਵੱਲੋਂ ਪ੍ਰਦੂਸ਼ਣ-ਕਾਰੀਆਂ ਨੂੰ ਕਨੂੰਨੀ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਅੱਖੋਂ ਪਰੋਖੇ ਕਰਕੇ ਛੱਡ ਦਿੱਤੇ ਜਾਣ ਲਈ ਪ੍ਰਦੂਸ਼ਣ ਰੋਕਥਾਮ ਬੋਰਡ ਤੇ ਇੰਜ ਬੇਲੋੜਾ ਦਬਾਅ ਬਣਾਉਣ ਦੀ ਕਿਸੇ ਵੀ ਕੋਸ਼ਿਸ਼ ਨੂੰ ਹੁਣ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ।
PAC denounces lobbying attempts by FICO to reopen polluting dyeing units violating norms.
Public Action Committee Sutlej, Mattewara, Buddha Dariya which is an umbrella body of activists and NGOs working on environment issues in Punjab denounces the demand by FICO to reopen polluting dyeing units violating norms.
The Dyeing industry has been polluting Buddha Dariya and Sutlej with impunity for a very long time and it is after a very long struggle by green activists that PPCB has started acting against them. No one should be allowed to get away with the heinous crime of mixing toxic effluents with drinking water of millions. The regulatory authorities should strictly follow the law and register cases under The Water (Prevention & Control of Pollution) Act, 1974 against the polluters. PPCB authorties should not show any leniency in such cases as millions of citizens, children and cattle of Punjab drink this water and a lot of them are suffering from diseases like cancer which is simply unacceptable. Any attempt by industrial lobbies or any one else to create undue pressure on PPCB to let go the polluters will not be tolerated.
