ਪਬਲਿਕ ਐਕਸ਼ਨ ਕਮੇਟੀ ਸਤਲੁਜ ਅਤੇ ਮੱਤੇਵਾੜਾ ਦੇ ਮੈਂਬਰਾਂ ਨੇ ਅੱਜ ਇੱਥੇ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ ਵਿਖੇ ਮੱਤੇਵਾੜਾ ਜੰਗਲਾਤ ਅਤੇ ਸਤਲੁਜ ਦਰਿਆ ਦੇ ਨਾਲ ਲੱਗਦੇ ਇਲਾਕੇ ਵਿਚ ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਟੈਕਸਟਾਈਲ ਮੰਤਰਾਲੇ ਦੇ ਸਕੱਤਰ ਵੱਲੋਂ ਮੈਗਾ ਟੈਕਸਟਾਈਲ ਪਾਰਕ ਦੇ ਅਚਨਚੇਤ ਐਲਾਨ ਦਾ ਮੁਲਾਂਕਣ ਕਰਨ ਲਈ ਮੀਟਿੰਗ ਕੀਤੀ।

ਮੀਟਿੰਗ ਵਿੱਚ ਸੰਘਰਸ਼ ਦੇ ਕਰਨਲ ਸੀਐਮ ਲਖਨਪਾਲ, ਕੌਂਸਲ ਆਫ਼ ਇੰਜੀਨੀਅਰਜ਼ ਦੇ ਕਪਿਲ ਦੇਵ, ਰਾਮਗੜ੍ਹੀਆ ਐਜੂਕੇਸ਼ਨਲ ਟਰੱਸਟ ਦੇ ਰਣਜੋਧ ਸਿੰਘ, ਨਰੋਆ ਪੰਜਾਬ ਮੰਚ ਦੇ ਜਸਕੀਰਤ ਸਿੰਘ, ਵਿਜ਼ੀਲੈਂਟ ਸਿਟੀਜ਼ਨ ਫੋਰਮ ਦੇ ਕੁਲਦੀਪ ਸਿੰਘ ਖਹਿਰਾ, ਅਰਬਨ ਗ੍ਰੀਨ ਲੁਧਿਆਣਾ ਦੇ ਗੁਰਪ੍ਰੀਤ ਸਿੰਘ, ਡਾ ਵੀਪੀ ਮਿਸ਼ਰਾ, ਗਗਨੀਸ਼ ਖੁਰਾਣਾ ਅਤੇ ਮਨੋਜ ਕੁਮਾਰ ਸ਼ਾਮਲ ਹਨ।

ਪੀਏਸੀ ਦੇ ਮੈਂਬਰਾਂ ਨੇ ਕਿਹਾ, “ਇਹ ਹੈਰਾਨੀ ਦੀ ਗੱਲ ਹੈ ਕਿ ਭਾਰਤ ਸਰਕਾਰ ਨੇ ਉਸੇ ਸਥਾਨ ‘ਤੇ ਇੱਕ ਮੈਗਾ ਟੈਕਸਟਾਈਲ ਪਾਰਕ ਦਾ ਐਲਾਨ ਹੀ ਕਰ ਦਿੱਤਾ ਹੈ ਜਿੱਥੇ ਪਿਛਲੀ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਮਾਡਰਨ ਇੰਡਸਟਰੀਅਲ ਪਾਰਕ ਦਾ ਐਲਾਨ ਕੀਤਾ ਸੀ ਜਦੋਂ ਕਿ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਐਨਜੀਟੀ ਪਹਿਲਾਂ ਹੀ ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟਰੇਟ ਲੁਧਿਆਣਾ ਦੇ ਅਧੀਨ ਇੱਕ ਕਮੇਟੀ ਬਣਾ ਚੁੱਕੀ ਹੈ ਜੋ ਗਲਾਡਾ, ਜੰਗਲਾਤ ਵਿਭਾਗ ਅਤੇ ਪੀਪੀਸੀਬੀ ਦੇ ਨੁਮਾਇੰਦਿਆਂ ਵੱਲੋਂ ਸਤਲੁੱਜ ਦੇ ਫਲੱਡ ਪਲੇਨ ਬਾਰੇ ਆਪਣੀ ਰਿਪੋਰਟ ਐਨਜੀਟੀ ਨੂੰ ਸੌੰਪੇਗੀ ਜਿਸ ਦੇ ਅਧਾਰ ਤੇ ਐਨਜੀਟੀ ਇਹ ਫੈਸਲਾ ਲਵੇਗੀ ਕਿ ਇੱਥੇ ਇੰਡਸਟਰੀ ਲੱਗ ਵੀ ਸਕਦੀ ਹੈ ਜਾਂ ਨਹੀਂ।”

ਕਪਿਲ ਦੇਵ, ਜੋ ਕਿ ਉਪਰੋਕਤ ਐਨਜੀਟੀ ਕੇਸ ਦੇ ਮੁੱਖ ਪਟੀਸ਼ਨਰ ਵੀ ਹਨ, ਨੇ ਕਿਹਾ, “ਗਲਾਡਾ ਮੈਗਾ ਟੈਕਸਟਾਈਲ ਪਾਰਕ ਦੇ ਨਾਮ ‘ਤੇ ਸਮਾਗਮਾਂ ਦੇ ਆਯੋਜਨ ਵਿੱਚ ਜਨਤਕ ਫੰਡਾਂ ਦੀ ਬਰਬਾਦੀ ਕਰ ਰਿਹਾ ਹੈ, ਜਦੋਂ ਕਿ ਅਸਲੀਅਤ ਇਹ ਹੈ ਕਿ ਉਦਯੋਗਿਕ ਉਦੇਸ਼ਾਂ ਲਈ ਇਸ ਸਾਈਟ ਦੀ ਅਨੁਕੂਲਤਾ ‘ਬਾਰੇ ਕੇਸ ਅਜੇ ਵੀ ਨੈਸ਼ਨਲ ਗ੍ਰੀਨ ਟ੍ਰਿਬਿਊਨਲ ਦੇ ਅਧੀਨ ਹੈ ਜਿਸ ਦਾ ਫ਼ੈਸਲਾ ਆਉਣਾ ਬਾਕੀ ਹੈ।”

ਨਰੋਆ ਪੰਜਾਬ ਮੰਚ ਦੇ ਜਸਕੀਰਤ ਸਿੰਘ ਨੇ ਕਿਹਾ, “ਸਤਲੁੱਜ ਦਾ ਫਲੱਡ ਪਲੇਨ ਧਰਤੀ ਹੇਠਲੇ ਪਾਣੀ ਨੂੰ ਦਰਿਆ ਦੇ ਪਾਣੀ ਨਾਲ ਲਗਾਤਾਰ ਰੀਚਾਰਜ ਕਰਦਾ ਹੈ। ਫਲੱਡ ਪਲੇਨ ਦੇ ਇਲਾਕੇ ਵਿਚ ਨਿਰਮਾਣ ਕਰਨਾ ਉਸ ਨੂੰ ਤਬਾਹ ਕਰਦਾ ਹੈ ਅਤੇ ਇਸ ਨਾਲ ਧਰਤੀ ਹੇਠਲੇ ਪਾਣੀ ਦਾ ਰਿਚਾਰਜ ਬੰਦ ਹੋ ਜਾਂਦਾ ਹੈ। ਇਹ ਇੱਕ ਵਾਤਾਵਰਨ ਦੇ ਪੱਖ ਤੋਂ ਵੱਡੀ ਬੇਵਕੂਫੀ ਹੋਵੇਗੀ ਕਿਓਂ ਕਿ ਪੰਜਾਬ ਦਾ ਧਰਤੀ ਹੇਠਲਾ ਪਾਣੀ ਤਾਂ ਪਹਿਲਾਂ ਹੈ ਮੁਕਦਾ ਜਾ ਰਿਹਾ ਹੈ।”

ਵਿਜ਼ੀਲੈਂਟ ਸਿਟੀਜ਼ਨ ਫੋਰਮ ਦੇ ਕੁਲਦੀਪ ਸਿੰਘ ਖਹਿਰਾ ਨੇ ਕਿਹਾ, “ਇਸ ਪ੍ਰਸਤਾਵਿਤ ਉਦਯੋਗਿਕ ਪਾਰਕ ਦਾ ਨਾਮ ਲੋਕਾਂ ਨੂੰ ਮੂਰਖ ਬਣਾਉਣ ਲਈ ਵਾਰ-ਵਾਰ ਬਦਲਿਆ ਜਾਂਦਾ ਹੈ। ਇਸ ਨੂੰ ਪਹਿਲਾਂ ਮੱਤੇਵਾੜਾ ਟੈਕਸਟਾਈਲ ਪਾਰਕ ਕਿਹਾ ਗਿਆ ਸੀ, ਪਰ ਜਦੋਂ ਲੋਕਾਂ ਵਿੱਚ ਮੱਤੇਵਾੜਾ ਜੰਗਲ ਨੂੰ ਲੈ ਕੇ ਅਤੇ ਸਤਲੁਜ ਦੇ ਪਾਣੀ ਨੂੰ ਰੰਗਾਈ ਅਤੇ ਕੱਪੜਾ ਉਦਯੋਗਾਂ ਤੋਂ ਪ੍ਰਦੂਸ਼ਣ ਦੇ ਖ਼ਤਰੇ ਨੂੰ ਲੈ ਕੇ ਰੋਸ ਹੋਇਆ ਤਾਂ ਇਸ ਦਾ ਨਾਂ ਗਲਾਡਾ ਵੱਲੋਂ ਬੜੀ ਚਲਾਕੀ ਨਾਲ ਬਦਲ ਕੇ ਮਾਡਰਨ ਇੰਡਸਟਰੀਅਲ ਪਾਰਕ, ਕੂਮ ਕਲਾਂ ਰੱਖ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਹੁਣ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਮੈਗਾ ਟੈਕਸਟਾਈਲ ਪਾਰਕ ਸਕੀਮ ਦੇ ਫੰਡਾਂ ਦਾ ਲਾਭ ਲੈਣ ਲਈ ਕੂਮ ਕਲਾਂ ਟੈਕਸਟਾਈਲ ਪਾਰਕ ਨਾਂ ਰੱਖ ਦਿੱਤਾ ਗਿਆ ਹੈ ਪਰ ਹੁਣ ਕਪੜਾ ਅਤੇ ਰੰਗਾਈ ਉਦਯੋਗਾਂ ਦੀ ਇਸ ਵਿਚ ਸ਼ਮੂਲੀਅਤ ਨੂੰ ਲੁਕਾਇਆ ਨਹੀਂ ਜਾ ਸਕਦਾ ਅਤੇ ਬਿੱਲੀ ਆਖਰਕਾਰ ਥੈਲੇ ਵਿੱਚੋਂ ਬਾਹਰ ਆ ਗਈ ਹੈ।”

ਕਰਨਲ ਸੀਐਮ ਲਖਨਪਾਲ ਨੇ ਕਿਹਾ ਕਿ ਬੁੱਢੇ ਨਾਲੇ ਨੇ ਸਤਲੁਜ ਦੇ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੇ ਜ਼ਹਿਰੀਲੇ ਪ੍ਰਦੂਸ਼ਣ ਨਾਲ ਦੱਖਣੀ ਪੰਜਾਬ ਅਤੇ ਰਾਜਸਥਾਨ ਦੇ ਨਾਗਰਿਕਾਂ ਦੀ ਸਿਹਤ ਦੀ ਜੋ ਤਬਾਹੀ ਮਚਾਈ ਹੈ, ਉਸ ਤੋਂ ਸਰਕਾਰਾਂ ਕੋਈ ਵੀ ਸਬਕ ਸਿੱਖਣ ਤੋਂ ਮੁਨਕਰ ਹੋਈਆਂ ਪਈਆਂ ਹਨ ਅਤੇ ਤਾਂ ਹੀ ਸਤਲੁੱਜ ਕੰਢੇ ਇਸ ਤਰਾਂ ਦੇ ਪ੍ਰਦੂਸ਼ਣ ਫੈਲਾਉਣ ਵਾਲੇ ਉਦਯੋਗ ਲਗਾਉਣ ਦੇ ਸੁਪਨੇ ਲੈ ਰਹੀਆਂ ਹਨ।

ਰਾਮਗੜ੍ਹੀਆ ਐਜੂਕੇਸ਼ਨਲ ਟਰੱਸਟ ਦੇ ਰਣਜੋਧ ਸਿੰਘ ਨੇ ਕਿਹਾ, “ਪੰਜਾਬ ਦੇ ਵਾਤਾਵਰਨ ਦਾ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਵੇਲੇ ਬਹੁਤ ਨੁਕਸਾਨ ਹੋਇਆ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੇ ਵਾਤਾਵਰਣ ਦੇ ਮੁੱਦਿਆਂ ਦੀ ਬਿਲਕੁਲ ਵੀ ਪ੍ਰਵਾਹ ਨਹੀਂ ਕੀਤੀ। ਸਾਨੂੰ ਭਗਵੰਤ ਮਾਨ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਟੀਮ ਤੋਂ ਬਹੁਤ ਉਮੀਦਾਂ ਹਨ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਨੇ ਵਾਤਾਵਰਨ ਦੇ ਹੱਕ ਵਿੱਚ ਸਮੇ ਸਮੇ ਤੇ ਕਈ ਸਖ਼ਤ ਅਤੇ ਵੱਡੇ ਬਿਆਨ ਦਿੱਤੇ ਹਨ। ਦੂਜੇ ਪਾਸੇ ਜੇਕਰ ਉਹ ਵੀ ਵਾਤਾਵਰਨ ਦੀ ਤਬਾਹੀ ਦੇ ਰਾਹ ‘ਤੇ ਚੱਲਦੇ ਰਹੇ ਤਾਂ ਅਸੀਂ ਉਹਨਾਂ ਨਾਲ ਵੀ ਪੂਰੀ ਵਾਹ ਲਾ ਕੇ ਲੜਾਂਗੇ ਅਤੇ ਆਪਣੀ ਇਸ ਲੋਕ ਲਹਿਰ ਨੂੰ ਹੋਰ ਮਜ਼ਬੂਤ ਕਰਾਂਗੇ ਤਾਂਕਿ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਲਈ ਕੁੱਝ ਬੱਚ ਸਕੇ। ”

PAC surprised over mega textile park near Mattewara announcement.

Members of the Public Action Committee for Sutlej and Mattewara met here today at Shaheed Bhagat Singh Nagar to evaluate the surprise announcement of mega textile park by secretary of union ministry of textiles adjoining Mattewara Forest and Sutlej river as reported in some sections of the media today.

The meeting was attended by Col CM Lakhanpal of Sangharsh, Kapil Dev of Council of Engineers, Ranjodh Singh of Ramgarhia Educational Trust, Jaskirat Singh of Naroa Punjab Manch, Kuldip Singh Khaira of Vigilant Citizens Forum, Gurpreet Singh of Urban Green Ludhiana, Dr VP Mishra, Gagnish Khurana and Manoj Kumar.

Members of PAC said, “It is surprising that Govt Of India has announced a mega textile park at the same location on which the previous govt of Punjab had acquired land in the name of modern industrial park at a time when NGT has already formed a committee under District Magistrate Ludhiana comprising of representatives of GLADA, Forest department and PPCB to ascertain whether this land is part of Sutlej Flood Plain or not.”

Kapil Dev who is also the main petitioner in the above NGT case said, “GLADA is wasting public funds in organizing events in the name of mega textile park for this site when the fact of the matter is that the case on the suitability of this site for industrial purpose is still subjudice in the National Green Tribunal.”

Jaskirat Singh of Naroa Punjab Manch said, “The floodplain of Sutlej constantly recharges the ground water with the river water. It would be an environmental stupidity to start construction on the flood plain and damaging it because Punjab’s groundwater table has already fallen so much.”

Kuldip Singh Khaira of Viglant Citizens Forum said, “The name of this proposed industrial park is changed time and again to fool public. It was earlier called Mattewara Textile Park but when there was public anger over danger to Mattewara Forest and over danger to Sutlej from polluting textile and dyeing industries for whom it was being plainned, its name was cleverly changed by GLADA to Modern Industrial Park, Koom Kalan. It has now again been renamed to Koom Kalan Textile Park to avail GoI funds under mega textile park scheme and the involvement of textile and dyeing industries can no longer be kept hidden so the cat is finally out of the bag.”

Col CM Lakhanpal said, “Successive Govts refuse to learn any lessons from the toxic pollution of drinking water of Sutlej that Buddha Nullah has done and the havoc it has created with the health of citizens of South Punjab and Rajasthan who drink this water.”

Ranjodh Singh of Ramgarhia Educational Trust said, “Punjab has suffered a lot under previous regimes in Punjab who did not care about environmental issues at all. We have a lot of hope from Bhagwant Mann and his team as they have given many strong statements in favour of Sutlej and environment while campaigning. On the other hand we are also prepared for a fight for this cause with this govt also if they continue on the path of environment destruction like previous governments.”
